Where IPT started, and where it’s going
First developed by Ballard & Tighe nearly 30 years ago, the original IPT (IDEA Proficiency Test) is a series of standardized, nationally normed testing instruments for students in pre-kindergarten through grade 12. The tests are designed to accurately and quickly evaluate students’ oral language, reading, and writing in English. A separate series is available to assess students’ Spanish language proficiency.

Critically acclaimed for its excellent results, ease of use, quick and simple scoring, and varied reporting options, the IPT series is widely adopted and highly respected by educators and assessment professionals across the country and the world. Currently, IPT is used in 30 states with a combined LEP enrollment of over two million.

Used for identification, placement and re-designation, the original IPT series of nationally normed tests has been helping educators measure the proficiency and progress of English language learners for decades. Now Ballard & Tighe is expanding the IPT ensemble even further by developing a wholly new testing system, specifically designed to meet NCLB requirements.

The New IPT Title III Testing System (formerly IPT 2005)
The new IPT testing system represents a new solution for a new age of educational testing. The new IPT has been designed with distinct capabilities to allow educators to demonstrate accountability as required by NCLB.




The New IPT Title III Testing System is distinct from the original IPT in that it:

  • addresses all NCLB requirements
  • is based on new assessment research
  • assesses both academic and social language
  • is criterion-referenced (as opposed to norm-referenced)
