No Child Left Behind
(NCLB) Requirements
Passed in 2001 by the federal government, NCLB
requires states and school districts to test the
English proficiency of students, with the goal
of making all students -- including language learners
-- proficient in reading/language arts, mathematics,
and science by the 2013-2014 school year. This
goal is to be achieved through several new federal
requirements.
States must:
- Test all students academic
achievement in reading/language arts, mathematics,
and science.
- Show that all teachers are highly
qualified.
- Demonstrate
that their instructional materials are of high
quality and based on scientific research.
Limited English proficient
(LEP) students education will be significantly
impacted by NCLB and several of its titles.
Title I requires states to:
- Demonstrate adequate yearly progress
according to the academic achievement benchmarks
they establish in their NCLB accountability
plans.
- Account for LEP students in state
achievement tests.
- Create separate benchmarks for
LEP students academic achievement.
- Offer LEP students academic achievement
tests in their native language for the first
three years they attend school in the U.S.
Title II requires states
to:
- Have a highly qualified teacher
in every classroom. This includes those teaching
English language development.
- Provide professional development
programs for teachers that promote sustained
interaction between the instructor and teachers
being trained.
Title III requires states
to:
- Establish their own English
language proficiency standards.
- Test LEP students annually using
valid and reliable proficiency tests aligned
to those standards.
- Implement proficiency tests that
cover all four language domains: listening,
speaking, reading and writing.
- Establish annual measurable achievement
objectives (AMAOs).
- Use their AMAOs to show annual
increases in the number or percent of LEP students
who become proficient in English and who make
progress toward this goal
- Provide quality English instruction
using materials based on scientific research
and aligned with their English language proficiency
standards.
